Thank you for your letter of the 10th September about the late Sir David Owen's Report on the future administration of the port of Hong Kong.

As far as this office is concerned, there is no objection to your reproducing the report and map as far as you think it desirable. It is presumed that reference will be made to the provenance of your information.

with reference to your last paragraph we should be glad, since there are so few copies of the report at present available, if you could "nake do" with the copy which Mr. Kennedy sent you. When further supplies arive from Hong Kong, a second copy will be sent you.
